Time to Restore Mandatory ROTC Program.

I stand in support of the plan to restore the mandatory Reserve Officers' Training Corps (ROTC) program in every universities and colleges, both state-owned and private due to the following reasons:

1.) To increase the need for reserve force in the Armed Forces of the Philippines (AFP) in order to augment the regular force in defending the State from both internal and external threats as well as to fight in any armed conflict and wars;

2.)  To instill full discipline to the youth of the country;

3.) To teach to the youth the importance of national defense awareness and of national security in the country;

4.) To establish firm partnership, teamwork and camaraderie;

5.) To emphasize and ingrain nationalism among the youth;

6.) To be of help in building every community here in the country;

7.) If necessary, to be a leading advocate of active citizenship and of participatory governance in the country;

8.) To be of sufficient help in times of calamities and natural disasters as well as on any issue of national public health emergency;

9.) To be at the forefront of guarding and defending the country's democracy and its institutions;

10.) To be an active advocate of protecting and conserving the environment and in figting climate change and;

11.) To be a leading voice in voicing out pride for the country and the Filipino people.

The time has come to restore the ROTC program due to the present national security challenges being faced by the country at present like the rise of ISIS, the escalation of fight on the CPP-NPA and, on the international front such as, the increasing tensions in North Korea, and in the West Philippine Sea, particularly in the Spratly area. I hope the President will prod the both Houses of Congress, the passage of the bill facilitating the restoration of the said program, on mandatory basis at it was before in order to have the college students to undergo military discipline in the subject so that they will be abl to learn the intricacies of military code of honor, of national defense and security aspect of the entire nation because in the future, they can be our future soldiers and future leaders as well of the AFP and whenever a war comes to the shorelines of the country, they can be called upon immediately by the Government to defend the country.
